How development finance institutions make environmental and social standards work

Multilateral Working Group convenes at OPEC Fund Headquarters

A s development finance institutions navigate rising complexity from climate and community risks to digital transformation the demand for practical, credible solutions has never been greater. Against this backdrop, the OPEC Fund convened peers to focus on what works in practice and in April hosted heads and senior practitioners of environmental and social (E&S) functions from peer multilateral financial institutions for their 2026 Spring Meeting. With additional input from UN agencies and bilateral finance institutions, the program concentrated on shared E&S framework implementation challenges, practical

lessons on mutual reliance in co- financing or parallel financing, along with evolving approaches to accountability and grievance handling. Participants mainly focused on “what works” to provide usable takeaways including practical measures to make E&S frameworks more operational, common principles to strengthen mutual reliance in co- financing, approaches to strengthen accountability and grievance handling and shared views on responsible adoption of digital tools. With the growing application of Artificial Intelligence, one session focused on the use of AI in E&S workstreams, exploring how the

Asian Development Bank, Asian Infrastructure Investment Bank, European Investment Bank, Inter-American Development Bank and World Bank are using digital solutions to support risk identification and knowledge management. Other technical deep dives included due diligence for long-term operations, environmental flows for free-flowing rivers, biodiversity net gain and offsets, along with practice updates for working with indigenous people. Delegates from the International Atomic Energy Agency shared standards, tools and technical perspectives to inform due diligence in the nuclear energy sector.
