The record results were released to coincide with a staff event marking the Golden Jubilee and the first in a series of engagements and new initiatives throughout the festival year 2026. OPEC Fund President Abdulhamid Alkhalifa reflected on the institution’s legacy and values, highlighting partnership as the foundation of lasting development and a guiding principle for the future direction: “This is a moment of pride – pride in our history, our mission and above all, our people, who bring this institution to life every day,” he said. In line with its global mandate, the OPEC Fund delivered its 2025 commitments across 76 operations, with Sub-Saharan Africa taking the lion’s share with some US$1.2 billion or 36 percent of total financing. The combined regions of the Middle East and North Africa, Europe and Central Asia (MEC) represented the second largest portion with US$849 million or around 26 percent. Latin America and the Caribbean (LAC) accounted for roughly US$556 million or 17 percent.

Additional investments supported agriculture and food systems, energy, water and sanitation, health and education, reflecting the OPEC Fund’s multisector mandate and strategic priorities. The OPEC Fund has chosen “Where Partnership Powers Progress” as the motto for its Golden Jubilee year, highlighting its commitment to collaboration while acknowledging that the challenges facing global development can only be addressed together. The close cooperation between emerging and developing economies and multilateral development banks, development finance institutions and other partners is indispensable to deliver meaningful, cost-effective and impactful results. The performance assessment covering mid-2024 to mid-2025 found that all 64 operations approved during this period contributed to at least one Sustainable Development Goal (SDG) and the majority supported multiple goals. Support for SDG 8 – Decent Work and Economic Growth remained predominant, with 49 operations (representing 77 percent of the total number) contributing to this goal. Activities in this field improved access to finance for micro, small and medium-sized enterprises, promoted international trade and supported agricultural development. The second most frequently targeted goal was SDG 9 – Industry, Innovation and Infrastructure, addressed by just over half of the projects, followed by SDG 13 – Climate Action, to which 45 percent of operations contributed.
Sub-Saharan Africa benefited from 26 operations, MEC from 14 and LAC from 7. Allocated by window, the OPEC Fund signed 35 public sector operations, 26 private sector operations and 15 grants in 2025.
