WHO WE ARE In 1976, our member countries came together around a shared belief — that development is stronger when nations act in solidarity and that progress should extend beyond borders. The OPEC Fund for International Development has since grown into a global institution, working with countries worldwide to drive development, strengthen communities and empower people. We finance projects in non-member countries only. OPEC Fund member countries are Algeria, Ecuador, Gabon, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Saudi Arabia, the United Arab Emirates and Venezuela.

HOW WE WORK We provide tailored financing to public and private sector partners that responds to the priorities of our partner countries, complemented by targeted technical assistance to advance sustainable development. Over five decades of close collaboration with partner countries and peer institutions, we have approved more than 4,000 operations. The OPEC Fund is AA+ rated by Fitch and S&P, and has issued seven benchmark bonds in the international capital markets since January 2023. Working alongside national authorities, development banks, multilateral institutions and private sector partners, we deploy a range of instruments to meet specific country needs and market conditions. These include public and private sector loans, policy-based finance, credit lines, trade finance, guarantees, risk- sharing facilities, equity, and grants, often supported by technical assistance. This flexible toolkit allows us to strengthen national development frameworks, mobilize additional capital and amplify impact through coordinated action.

OUR PRIORITIES
DRIVING CLIMATE INNOVATION AND A JUST TRANSITION The OPEC Fund promotes
PROMOTING SUSTAINABLE DEVELOPMENT THROUGH SOUTH- SOUTH COOPERATION The OPEC Fund fosters knowledge exchange among developing countries, adapting approaches to local contexts, strengthening trade, reducing vulnerability and promoting inclusive, sustainable growth. For example, the OPEC Fund’s Island Resilience Facility is helping 25 Small Island Developing States finance climate-resilient infrastructure, building on over US$2 billion committed to ports, energy, water, health and education. The OPEC Fund invested US$100m in trade finance through ETG, whose network across Africa reaches deep into country value chains, supporting farmers, creating local jobs and promoting cross-border trade.
BUILDING RESILIENT AND EQUITABLE SOCIETIES The OPEC Fund supports resilience through climate-proof infrastructure, strong health systems and safety nets. To date, it has invested US$1.2 billion in healthcare, supporting hospitals, training and essential services. For example, in Viet Nam, around 250,000 patients a year can now receive care at two hospitals in Tuyen Quang Province and Hanoi, expanded with 260 new beds, modern equipment and trained staff, reducing waiting times. In Honduras, our US$50m loan is backing reforms that aim to protect women from gender-based violence, expand rights for people with disabilities and advance recognition of Indigenous and Afro-Honduran communities.
innovative, sustainable solutions to address climate change and support a fair transition to low-carbon, climate-resilient economies. For example, Azerbaijan’s new 240 MW Khizi-Absheron wind power plant, the country’s largest, is driving the country’s energy transition while creating opportunities for local communities. In Senegal, more than half a million people and farms are benefiting from an initiative to modernize agricultural infrastructure, create jobs and improve food security in the face of climate change.
KEY INITIATIVES 2026 OPEC Fund initiatives include the US$1.5 billion Economic Stability, Trade and Resilience Initiative (E-STAR) , which helps partner countries navigate energy, commodity and trade disruptions while protecting development gains and maintaining essential services, the US$1.5 billion Digital Transformation Action Plan , which strengthens digital infrastructure, expands connectivity and accelerates technology adoption across key sectors, and the US$3 billion Green-Blue Connect Initiative , which channels OPEC Fund climate finance into resilient infrastructure, sanitation, water and energy access. THE OPEC FUND AT 50 Since our founding in 1976, we have worked with more than 125 partner countries, committing more than US$32 billion to projects with a combined value of nearly US$240 billion. Our financing supports knowledge sharing and integrated solutions that strengthen infrastructure, develop human capital and enhance institutional capacity. Through our Strategic Framework 2030, the OPEC Fund is strengthening its ability to deliver impact - expanding its reach, mobilizing new forms of financing, and building innovative partnerships that turn resources into tangible results on the ground.
