3. OPEC FUND RESULTS DATA, METHODOLOGY AND LIMITATIONS

The results data analysis was performed for all OEPC Fund non-trade projects having reached completion (public sec- tor) or early operating maturity (private sector) between January 2018 and July 2022. The cut-off dates were chosen to allow for the most recent analysis possible, while keeping the scope in line with resource availability. Trade finance pro- jects were analyzed separately, focusing on the amount of supported or facilitated trade. More than half the analyzed non-trade operations were in Africa, followed by Asia (Figure 3.1) . A diverse set of sectors was supported, with transport, energy and agriculture as the top three sectors (Figure 3.2) . The high percentage of projects in Africa is driven by pub- lic sector engagements, 61 percent of which were delivered on the continent. Half of all analyzed private sector projects were located in Asia, followed by Latin America and the Caribbean (Figure 3.3) . The sectoral distribution of the analyzed projects distin- guished between public and private sector: While public sector projects were in various sectors (top three: trans- port, energy and agriculture), private sector projects mostly worked with financial institutions and in the energy sector (Figure 3.4) . The availability and quality of project results data was mixed, posing challenges to the review and implying limitations to the completeness of the results (p.62). The comprehen- sive stocktaking exercise produced important lessons and demonstrated the importance of the sound results setting, monitoring and reporting practices introduced by the OPEC Fund Results Framework. Over the coming years, these strengthened practices are ex- pected to increase the amount and quality of available re- sults data which will not only be presented in the annual De- velopment Effectiveness Report, but also enable the OPEC Fund to enhance its capacity for knowledge generation and lessons learned.
