OPEC Fund hosts Climate Solutions Week
Government of Barbados: “We need to re-think the whole financial architecture”
F or the second time the OPEC Fund welcomed international guests from governments, peer institutions and organizations as well as numerous other delegates to its Climate Solutions Week in April at its Headquarters in Vienna, Austria. The growing concerns of the most vulnerable countries formed a large part of the debate against the backdrop of global uncertainty. Meredith Arnold McIntyre, Technical Adviser to the Prime Minister of Barbados, said: “The size of investment needed is simply not feasible for us. What we need to do is re-think the whole financial architecture.” Barbados is a small island developing state which is heavily impacted by climate change. McIntyre cited the heavy damage caused by Hurricane Beryl in June 2024, which cost Barbados almost US$100 million: “The climate crisis is intensifying. And it belongs to all of us,” as developing countries have no means to address the associated impacts on their own. Other speakers underlined the importance of project preparation, capacity building and technology. However, one thing is paramount, all agreed: financing. This was also echoed by OPEC Fund President Abdulhamid
Alkhalifa who in his opening address spoke of an “alarming gap” and said: “We must scale up financing urgently and move much faster from commitments to delivery.” At a time of tight public budgets crowding in the private sector is crucial, the President underlined. Equally important are efforts to introduce new instruments which facilitate the mobilization of financing: “We need innovative approaches that include blended finance, guarantees, project
preparation facilities and stronger partnerships,” the OPEC Fund head said. Multilateral development banks are uniquely placed to take the lead here. The community was strongly represented at the OPEC Fund Climate Solutions Week with participants from the Asian Development Bank, European Bank for Reconstruction and Development, International Finance Corporation, Islamic Development Bank and World Bank, as well as partner countries, philanthropies and other organizations.
