The selected projects detailed in this report exemplify how the OPEC Fund translates strategic priorities into action. By investing in sustainable and resilient infrastructure, pro- moting equitable human development through education and health, strengthening institutional capacities for effec- tive policy and governance and catalyzing private sector engagement and trade, these projects have significantly bolstered the institution’s climate finance portfolio. Each initiative demonstrates alignment with the OPEC Fund’s overarching priorities, especially climate action, by directly contributing to biodiversity conservation, climate change adaptation and mitigation, sustainable energy access and enhanced food and nutrition security. These efforts un- derscore the OPEC Fund’s commitment to holistic and im- pactful development finance. The selected projects have significantly contributed to the growth and impact of the institution’s climate finance portfolio.
Each highlighted project includes an explanation of the loan’s purpose, intended outcomes and its relevance within the broader climate risk context of the partner country. To effectively contextualize these projects, we follow the US Notre Dame Global Adaptation Initiative Index (ND-GAIN, August 2024 update), which ranks countries according to their susceptibility to climate-related risks and their prepar- edness or capacity to build resilience. In parallel, we use the EU INFORM Risk Index, which assesses humanitarian risk and disaster response capacity. Furthermore, each project includes a comprehensive break- down of climate finance tracking methodologies, outlining how climate-related components and sub-components are calculated and attributed. This ensures transparency and provides deeper insights into the specific climate finance contributions of each project.
