OPEC Fund Annual Report 2024

04 | THE ORGANIZATION – OUR STAFF

OUR STAFF

Building on decades of successful operations the OPEC Fund is implementing an ambitious development agenda with the goal of expanding its activities and deepening its impact. The OPEC Fund’s targets such as committing 40 percent of all new financing to climate action by 2030 under the Climate Action Plan or mobilizing additional funds for a global energy transition require specific expertise and a growing workforce, while the efficient use of resources and the deployment of new technology secure a cost- effective utilization of the funds provided by member countries and investors. The OPEC Fund saw the number of staff increase by 6 percent over the last two years to reach 232 staff as of December 31, 2024. This workforce represented 63 different nationalities with a gender distribution of 55 percent male and 45 per cent female. While this ratio has varied somewhat in recent years, the OPEC Fund is a firmly committed equal opportunity employer and seeks to achieve gender parity in its recruitment. The average age of staff has proven consistent for the past five years, landing at 46 years in 2024. Average tenure stood at 8.2 years with 27.6 percent of staff serving for more than 11 years. The OPEC Fund regards its staff as its most valuable resource. Its commitment to staff well-being includes active support for learning and development, opportuni-

ties for skills upgrades, the presentation of a transparent career path and growth plan aligned with a competency framework, staff engagement and the offer of a compet- itive, performance-based remuneration and benefits package.

Administrative Tribunal

Since its establishment in January 2023, the Admin- istrative Tribunal has played a crucial role in resolving employment-related disputes. By end-2024, it had adju- dicated four cases, two of which were concluded in 2024. This shows its increasing importance in protecting the rights and responsibilities of the institution and its staff. The Administrative Tribunal held its second annual meeting in June 2024, reviewing past proceedings, discussing procedural developments and ensuring the continued effectiveness of the Tribunal in fulfilling its mandate. The Tribunal remains committed to upholding the principles of justice and institutional integrity within the OPEC Fund, reinforcing confidence in the institu- tion’s dispute resolution framework. With its establishment, the OPEC Fund has strength- ened its governance structure, aligning with best practices among international financial institutions. The Administrative Tribunal’s operations and jurisprudence contribute to institutional accountability and the fair resolution of employment disputes, fostering a trans- parent working environment.
